Army Emergency
Relief (AER) is a private, non-profit organization established
to assist soldiers and their family members in emergency financial
situations due to no fault of their own. Financial assistance
is given in the form of an interest-free loan, grant, or combination
of the two. Loans are repaid by an allotment.
To apply for AER assistance, the soldier
should be seen by the Unit Commander/1SG for interview/counseling
to determine if the situation can be resolved through the chain-of-command
or some other source. After determining that the soldier has a
valid emergency, the unit commander would then authorize the individual
to seek AER assistance.
Typical situations where AER can assist:
• Non-receipt of pay or loss of funds - amount limited
to that required to prevent privation.
• Travel expenses due to emergency situations.
• Funeral expenses when it is established that the soldier
is required to pay, or share in payment of funeral expenses
for dependents or parents, where there is no insurance.
• Payment of medical, dental and hospital expenses when
they cannot be deferred through usual repayment period after
TriCare.
• Payment of initial rent or to prevent eviction.
• Purchase of food to prevent privation
• Payment of required utility deposits or payment of bills
to prevent termination of utilities.
• To cover cost of operation or repair of POV, when the
vehicle is considered essential.

The
Consumer Affairs Office (CAO) provides a, “One-Stop”
services to soldiers and family members planning significant purchases.
The “One-Stop” services are available on a walk-in
basis include:

Reviewing large purchase contracts and/or leases before transactions
• Reviewing and comparing fair market values of large
purchases
• Advising clients regarding the benefit of securing pre-approved
loans and the overall effect of interest rates and finance charges
• Offering optional personal Financial Management (PFM)
Budget Worksheets to evaluate the affordability of large purchases
and/or leases
• Providing customer complaint resolution, mediation,
assistance and referrals
• Maintaining database of resolved, unresolved or unfounded
complaints against vendors for clients’ information

The Consumer Affairs and Financial Assistance Program (CAFAP)
provides personal financial readiness and consumer affairs prevention
and education programs for soldiers and their family members,
reserve components, DA civilians and their family members. No
appointment is necessary, Check writing classes and Money Management
classes are offered on a weekly basis.

making a Permanent Change of Station (PCS).

Family Subsistence Supplemental Allowance (FSSA) is a program
to increase the service members’ Basic Allowance for Subsistence
(BAS) and remove them from the Food Stamp program. To learn

This program has been in effect since October 2001. This program
is a retirement and investment plan in which soldiers can participate
in and can contribute up to 7% of their basic pay. Soldiers
will not pay a federal or state income tax until the contributions
are withdrawn. For more information, call the above telephone

The MG James Ursano Scholarship Fund
helps Army families with the costs of undergraduate level
education, post secondary vocational training, and preparation
for acceptance by service academies for their dependent children.

Scholarship program eligibility
Applicants must:
• Be dependent children, stepchildren or legally adopted
children of soldiers on active duty, retired, or decease while
on active duty or after retirement.
• Be unmarried
• Be under the age of 22 on 1 June preceding the beginning
of the academic year for which the scholarship is requested.
• Be enrolled, accepted, or pending acceptance as full-time
dependent students for the entire academic year in post-secondary
education institutions approved by the U.S. Department of
Education for Title IV funds.
• Maintain at least a cumulative 2.0 grade point average
on a 4.0 grading scale for funds to be awarded or disbursed.
All eligible persons are encouraged to apply.

Scholarship applications are available
by mail from HQ AER from November 1, through mid-February
for the academic year. Applications may also be printed from
the AER HQ website http://www.aerhq.org from November through
March.
Completed applications with supporting
documents must be mailed to HQ AER. To be considered, the
scholarship application must be complete, accurate and contain
all required documents. New applications must be submitted
for each academic year.
• Scholarship funds may be used to assist with tuition,
fees, books, supplies, room and board (on or off campus)
• Scholarships are awarded based on income, assets, family
size, and special financial obligations and circumstances.
• Academic achievements and individual accomplishments
are also considered.
• Scholarships are awarded on an annual basis for up to
a maximum of 4 years of undergraduate study and range from $600
to $1700 per academic year.
• Students must apply each year.
Kentucky WIC
If you are pregnant, have just had a baby or are breastfeeding,
or have a child under the age of five (5), the Special Nutrition
Program for Women, Infant & Children (WIC) could help you.
WIC is short-term intervention program designed to influence lifetime
nutrition and health behavior in a targeted high-risk population.
WIC is funded by the United States Department of Agriculture.
WIC provides nutrition education & services and breastfeeding
promotion & education. A monthly food prescription of nutritious
