What is STACC care?
STACC (Short Term Alternative Child Care) is designed to temporarily increase CYS hourly care capabilities by providing onsite hourly group care when the parent(s) or guardian(s) of all children in care are attending the same on-post function and sufficient spaces are not available within the CYS hourly care or Family Child Care (FCC) homes. STACC care can only be arranged when parent is immediately adjacent to the area where childcare is being performed. Parents must stay in the childcare area while childcare is being performed. Is STACC only available for FRG meetings or unit social functions or can it be used for something like packaging boxes for troops?
STACC can be utilized for ANY group function that is held ON POST at a STACC approved site. (STACC SOP AR 608-10 para7-26)
When can you schedule STACC care?
To make arrangements for a STACC session, requests must be made no less than two weeks prior to the event. Except, incase of an emergency.
Who do you call for STACC care?
Calling STACC at 270-956-4391 will be able to assist you in your requests for STACC sessions. All telephone requests will be logged in the reservation book and you will be given a reference number. The customer will be asked to follow up with the number of children by age expected one week prior to the event.
What is the cost for STACC care and who pays for the care?
The cost of STACC sessions varies depending on the number and ages of children needing care. The minimum cost is $15 per hour, per childcare provider. At a minimum, two caregivers will be required for a 2-hour minimum. The unit or group requesting the care is responsible for payment of fees. One 2 hr STACC session is provided for each unit free of charge per month as funds are available. How many hours may be scheduled?
STACC sessions will be scheduled to accommodate the needs of the function. In the contract, the STACC Statement of Understanding, clearly states that the organization is advised and should understand that they will be charged per childcare provider, with a minimum charge of 2 hrs. (This does NOT mean you have to stay at your function 2 hours. But to be cost effective a 2-hour minimum is required in all CYS hourly programs.)
What are the registration requirements when using STACC?

What ages may use STACC care and what is the child to caregiver ratios?
Children ages 6 weeks to 12 years may use STACC care. The ratio for adults to children is 1:4 for sessions where there are infants. Infant is defined as children 6 weeks to 12 months. For groups with children 13 months and older the ratio is 1:5. A ratio of 1:5 is maintained for mixed age groups. (AR 608-10 para5-13)
What meals/snacks are provided?
Snacks/meals will be provided for what is appropriate for the time and length of the STACC session. They will meet USDA/CACFP Childcare Food Program requirements. Meals or snacks may consist of sack lunches prepared in accordance with USDA/CACFP guidelines. Parents will provide infant formula and baby food: refrigeration must be available when meals or formula are provided. (STACC SOP 7c page4)
Where can STACC sites be held and what is the max capacity for each site?
Life safety codes, fire regulations and AR 608-10 will be used to determine the room occupancy/capacity. All areas being used for STACC care will be inspected annually. If the area being requested has not been inspected within the last year, a new inspection must be conducted. A Child and Youth Services (CYS) representative and an inspector from the fire and safety office will conduct these inspections on request with a two week notice. The number of children that can be cared for in any particular setting is subject to change as conditions in the area change.
What type of physical restraint is placed on the location of APPROVED STACC sites as opposed to the actual location of the meeting place?
STACC must be provided in the same facility or in a building immediately adjacent to the facility where the parents are in attendance at the same function. Parents must remain in or immediately adjacent to the building during the entire STACC session. The Army is not assuming custody of the child during the STACC sessions since the parent is remaining immediately accessible to the child and retains primary responsibility for the child. What should I do if I have to cancel my scheduled STACC care?
Cancellations must be made at least 24 hours prior to the event to avoid a cancellation fee, which is the cost of two hours of care.
What is a “Special Opening”?
A special opening is when the CDC will be opened after hours for care when a unit or group function with over 20 children is needed. The cost differs from that of a STACC site for FRG’s. The special opening fees are $4 per child per hour and a regular paid enrollment through the CDC is required.
Will the policy on the room occupancy be revised?
No revision or changes can take place that would change the policy unless a larger facility that could house both the adults and children becomes available. The safety of the children will not be compromised.
Is Saturday care available for STACC?
Yes, if there is a need for Saturday care it can be arranged with a 2 week advanced notice.
Can unit funds be used to pay for STACC?
Each unit has a different way of allocating their funds. You would need to check with the Commander to see if STACC is an approved event for unit funds.
Where can info on STACC, VCCUS, FCC, Taylor Youth Center, School Age Services, Middle School Eagles Club, 24/7 Teen Club and Youth Sports can be found?

Is there a restriction on what places a volunteer can use for childcare if their childcare is within the 10hrs of free childcare that is paid for them?
Yes. Anytime a volunteer is using the allotted 10 free hours of care, they must use either the CDC or an approved FCC provider that has agreed to accept the payment vouchers. This payment is coordinated through the Installation Volunteer Coordinator, contact Kim Hooks at 798-3843 for more info.
